Gas Cylinder New Rules From October 1, 2026: 12 Big Changes In Indane Gas, HP Gas, Bharat Gas To Know
The month of October has kicked off with a host of changes in LPG services. The biggest change is the hike in commercial LPG cylinder prices by Rs 62.50 to Rs 71.50 per cylinder across major cities of India. Furthermore, the new LPG subsidy rule, where biometric Aadhaar authentication is mandatory, has come into effect from October 1, 2026. Another change is that LPG connections have been blocked in various cities of Maharashtra, where there is PNG infrastructure. Additionally. LPG users will not be able to refill LPG cylinders until and unless they complete the e-KYC process. Here are 12 major changes that you must know for your Indane Gas, HP Gas and Bharat Gas cylinders.
1. Commercial LPG Prices Hike From October 1, 2026

In Delhi, the 19 Kg LPG price is increased by Rs 62.50 to Rs 2,810 per cylinder, while LPG is hiked by Rs 70 in Kolkata to Rs 2,954 per cylinder. In Mumbai, commercial LPG is still below Rs 2,800 mark, at Rs 2,764.50 per cylinder, which is hiked by Rs 63.50 in the month of October.
Meanwhile, in southern cities, the commercial LPG price is hiked by Rs 66.50 per cylinder in Chennai, climbed by Rs 67 in Bangalore to Rs 2,898, higher by Rs 69 to Rs 3,065 in Hyderabad, and is up by Rs 65 to Rs 2,849 in Thiruvananthapuram.
The prices are hiked due to elevated crude oil prices. This is the second monthly hike in commercial LPG cylinders.
2. Domestic LPG Prices Unchanged From October 1, 2026
The domestic LPG prices are kept the same since June 7, 2026. Accordingly, in September 2026, 14.2 Kg LPG prices will continue to be at Rs 942 in Delhi, at Rs 968 in Kolkata, at Rs 941.50 in Mumbai, and at Rs 957.50 per cylinder in Chennai.
This is the fifth month where domestic LPG prices are unchanged.
2. BUY Domestic LPG Cylinders At Commercial Rates
Both PMUY beneficiaries and non-PMUY beneficiaries must complete their LPG biometric Aadhaar authentication. The new extended deadline was fixed on September 30, 2026. If LPG users miss this deadline, then their domestic LPG cylinders will be sold at commercial rates to them.
Those who have completed their e-KYC need not to worry. The LPG customers were first asked to complete their e-KYC by June 30, 2026. Then the government fixed the deadline several times to give consumers time to complete their e-KYC. Before September 30th, the deadline was September 14, 2026. Prior to this, the deadline was September 7, August 31, August 23, August 15, August 7, and July 31.

4. LPG Subsidy Rules From October 1, 2026
The LPG biometric Aadhaar authentication has come into force from October 1st. This means that PMUY beneficiaries must complete their BAA to avoid suspension of LPG refills or buying LPG at subsidized rates.
The Oil Ministry has directed oil marketing companies like Indian Oil, BPCL, and HPCL to halt LPG subsidy benefits of customers who have not completed their biometric authentication (BAA) immediately until they complete the e-KYC process.
In Ujjwala scheme, PMUY beneficiaries get a Rs 270 to Rs 300 subsidy benefit on buying 4 LPG refills per year.
Under the new rule, consumers who have not completed BAA, refill booking at RSP with subsidy will be enabled once authentication is completed.
5. Gas Cylinder Booking Intervals Cut To 25-Day From 45-Day
One of the biggest changes announced this month was relief to LPG users in rural areas. The ministry has trimmed the booking interval gap for rural area customers to 25 days from 45 days.
6. You Can Choose Not To Complete Your LPG Biometric Aadhaar Authentication
The ministry does allow you to have a choice on whether you want to complete your BAA or not. As per guidelines, consumers who are unwilling or unable to complete BAA can still receive LPG. They will need to register this choice on their OMC's digital channels: the consumer web portal, mobile app, WhatsApp chatbot, IVRS or other available channels.
7. Gas Cylinder Refill Rules For Urban Area Customers
As of now, the LPG refill booking gap is kept unchanged to 25-days for urban area customers. Hence, a revision in this timeline in October month will be keenly watched. The highest number of users for 14.2 Kg cylinders are in urban cities.
8. LPG-PNG Switch
Apart from revising various LPG rules, the government still continues to expedite the process of switching from LPG to PNG. The Incentive Scheme for Promotion of Domestic PNG Connections, effective from 1 September 2026, will continue in October as well. The scheme is aimed at accelerating the expansion of active domestic PNG connections.
9. LPG New Connection
A clarity on applying for new LPG connection is yet to be known. Since the conflict in Middle East escalated in late-February, to curb LPG supply shortages, the government has banned new LPG connections. As per reports, many customers still try to apply for LPG connections, but bookings remain closed across gas companies like Indian Oil, HPCL, and BPCL. As per reports, no new connections for 14.2 Kg Indane Gas, HP Gas and Bharat Gas have been issued since March 2026.
10. Gas Cylinder Termination 30-Day Rule
This rule was introduced in May month. The government has given Indian household customers a 30-day period to terminate their LPG connections, whether they are with Indane Gas, HP Gas or Bharat Gas, once they switch to PNG.
Hence, if you get your PNG connections, you will have exactly 30-days to remove your LPG connections. However, the ministry has also given a relief to LPG users after following this rule. These LPG users can apply for a transfer voucher to obtain their LPG connection if they shifted to a non-PNG area in the future.
The rule will stay in October as well until further notice.
11. Indane Gas, HP Gas, Bharat Gas Booking Advisory
Some of the March 2026 booking rules continue to be in place. This includes online booking for LPG cylinders. Another rule is that for LPG delivery, a customer should have a one-time password (OTP) which will be sent to them on their registered mobile number. If there is no OTP, the delivery will not be completed.
12. Non-BAA LPG Users Can Apply For 5 Kg & 10 Kg LPG Cylinders
Those who have not completed their e-KYC will have the option to buy 5 Kg or 10 Kg Indane, HP or Bharat Gas cylinders.
The ministry also said that these consumers will be supplied LPG applicable market price, without any subsidy, in 5 kg or 10 kg cylinders, subject to local availability with the OMC.
