LPG-PNG New Rules In September 2026: 5 Big Changes To Know For Indane Gas, HP Gas, Bharat Gas Cylinders

Three major changes have been declared for both LPG and PNG customers in September 2026. While prices of liquefied petroleum gas (LPG) and piped natural gas (PNG) have been increased this month amidst elevated crude oil prices, the government has also implemented a new scheme called the "Incentive Scheme for Promotion of Domestic PNG Connections," which aims at expediting the switch from LPG to PNG. Here's what both LPG and PNG users should know.

1. PNG Incentive Scheme

With effect from September 1st, the government has implemented Incentive Scheme for Promotion of Domestic PNG Connections, a major initiative aimed at bringing clean, safe and affordable piped cooking gas to households across the country.

The scheme aims at expanding the adoption of PNG connections for Indian households at the earliest.

The data of Oil Ministry reveals that at present, there are 1.74 crore Domestic PNG connections across the country.

The new scheme will directly incentivises the City Gas Distribution (CGD) companies to actively convert unbilled connections into working gas connections and expand the PNG network to new areas.

Under the scheme, eligible CGD entities will be allocated an additional 200 SCM of domestically-produced, lower-priced (APM) gas for every incremental billed Domestic PNG connection achieved during the performance period, over and above the Threshold Level determined for the respective Geographical Area (GA). The Scheme will be implemented over two Tranches spanning six months. The additional gas allocation will substitute the costlier Liquefied Natural Gas (LNG) that CGD entities currently procure for their Compressed Natural Gas (Transport) segment, thereby lowering their overall gas-sourcing costs.

Further, the resulting cost savings are expected to shorten the payback period for capital expenditure incurred on D-PNG connections from around 10 years to approximately 3 years - giving CGD entities a strong financial incentive to expand household PNG connectivity more rapidly, bringing the benefits of clean, safe and affordable piped cooking gas to a larger number of Indian households in the months ahead, as per the Oil Ministry.

2. LPG Gas Cylinder Prices Hiked

For the September month, the oil marketing companies hiked 19 Kg commercial LPG cylinder prices after lowering rates for two consecutive months.

Now, the commercial LPG is higher by Rs 9.50 each in Delhi and Mumbai to Rs 2,747.50 and Rs 2,701 per cylinder. While the sharpest hike came in Kolkata by Rs 11.50 to Rs 2,884 per cylinder. In Chennai, this LPG is up by Rs 10.50 to Rs 2,916.50 per cylinder.

On the other hand, domestic LPG or 14.2 Kg LPG prices are unchanged in September 2026. The price stood at Rs 942 per cylinder in Delhi, at Rs 968 in Kolkata, at Rs 941.50 in Mumbai, and at Rs 957.50 in Chennai.

3. PNG Prices Hiked In September 2026

In Mumbai, Mahanagar Gas has increased PNG price by Rs 1 per SCM. Currently, the rate stood at Rs 51.50 per SCM. Further, PNG is available at Rs 49.59 in Delhi, at Rs 50 in Kolkata, at Rs 50 in Chennai and at Rs 53 per SCM in Bangalore.

4. Gas Cylinder Connection Termination 30-Day Rule

This rule was introduced in May and has continued for September as well. Under the 30-day rule, the oil ministry directed Indian household customers to terminate their LPG connections within 30-days time period once they switch to PNG. This is applicable for all Indane Gas, HP Gas and Bharat Gas customers.

Hence, if you get your PNG connections, you will have exactly 30-days to remove your LPG connections. However, the ministry has also given a relief to LPG users after following this rule. These LPG users can apply for a transfer voucher to obtain their LPG connection if they shifted to a non-PNG area in the future.

5. How To Switch LPG To PNG Connections?

To get a PNG connection, first you need to meet the eligibility criteria. The first and foremost is to check whether your society or area has PNG infrastructure, because this is the biggest priority. If they do, you can easily apply for a new PNG connection at the Indian Oil, HPCL and BPCL websites or visit the LPG distributor for switching to PNG. You will be required to pay connection charges if required, along with surrendering your LPG connection and submitting necessary documents for new PNG connections.

For PNG, you will be required to submit documents like transfer and subscription vouchers of LPG, consumer records, security deposit receipts, address update details, and other identity proofs like Aadhaar card, Passport, electricity bill or driving license or PAN card and voter id.
