LPG Subsidy Rules From October 1: Don't Want Biometric Aadhaar? How 5 Kg, 10 Kg, 14.2 Kg LPG Gets Impacted?

The government has made it mandatory for LPG biometric Aadhaar authentication from October 1, 2026. The biometric Aadhaar authentication (BAA) is to ensure that subsidized LPG reaches only genuine and deserving households. However, the government has also allowed LPG customers who do not wish to complete their BAA. The government said they can choose to not complete their e-KYC on the official portals of oil marketing companies. However, the impact will be faced when booking or refilling 5 kg, 10 kg, and 14.2 Kg gas cylinders.

Why Complete LPG Biometric Aadhaar Authentication?

As per the Oil Ministry, linking each connection to the Aadhaar-authenticated consumer helps prevent diversion of subsidized domestic cylinders for commercial and industrial use, removes duplicate and ineligible connections, and makes subsidy delivery transparent and targeted. The process is not meant to deny LPG to any genuine household, and every eligible consumer has several easy ways to complete it.

LPG Subsidy Rule From October 1

Accordingly, the ministry said, from 1 October 2026, domestic LPG consumers will need to have completed Biometric Aadhaar Authentication (BAA) to book refills at the regulated Retail Selling Price (RSP) with applicable subsidy.

What Changes From October 1, 2026?

Firstly, consumers who have already completed BAA do not need to do it again. Their refills continue as before.

Secondly, for consumers who have not completed BAA, refill booking at RSP with subsidy will be enabled once authentication is completed.

Can You Not Do Biometric Aadhaar Authentication?

In a statement, the ministry said, "Consumers who are unwilling or unable to complete BAA can still receive LPG. They will need to register this choice on their OMC's digital channels: the consumer web portal, mobile app, WhatsApp chatbot, IVRS or other available channels."

How 5Kg, 10Kg and 14.2Kg Gas Cylinders Will Be Impacted Without BAA?

The ministry also said that these consumers will be supplied LPG applicable market price, without any subsidy, in 5 kg or 10 kg cylinders, subject to local availability with the OMC.

Although, the government has not specified the subsidy rates benefit for 5Kg and 10 Kg gas cylinders, there is up to Rs 210 subsidy offered on 14.2 Kg gas cylinders to eligible customers as of now.

It said, domestic LPG is sold below cost. The implicit subsidy for September 2026 is around Rs 210 per 14.2 kg cylinder; in June 2026 it reached Rs 721 per cylinder.

To put perspective, the current market price for 14.2 Kg LPG cylinders are at Rs 942 in Delhi, at Rs 968 in Kolkata, at Rs 941.50 in Mumbai and at Rs 957.50 in Chennai per cylinder. This is the normal rate. But if you apply the subsidy benefit of Rs 210, the PMUY beneficiary can avail the same 14.2 Kg gas cylinder at Rs 732 per cylinder in Delhi, and so on in other cities.

Since you choose not to complete your BAA, you will not get the Rs 210 benefit. In June 2026, the government had trimmed the subsidized LPG refills for PMUY to 4 from 9 refills per year.

Every year, through direct benefit transfer, PMUY customers get Rs 210 each transferred into their account after LPG refills.

IVRS Booking Number: Customers can call 7715012345 or 7718012345 from their registered mobile numbers to request for refill.

SMS Booking: Or you can send a message saying 'LPG' to 7715012345 or 7718012345 through your registered mobile number.

WhatsApp Booking: To book your LPG through WhatsApp, you have to first save BPCL Smartline number 1800224344 in your contacts. Then type a 'Hi' or 'Book' to this number on your WhatsApp app for initiating the booking.

Mobile App: You can also install Bharatgas application from Play Store. Log in the app using your registered mobile number and select the option 'Refill Cylinder' for further process.

Other Apps: Apart from BP, you can also book for refill through UMANG app, a government-backed unified app for all gas cylinders.

How To Book HP Gas LPG Cylinder?

IVRS Service: You can either dial 88888 23456 from your registered mobile number.

Missed Call: Give a missed call on 94936 02222 to order for refill.

Website: Visit the official website www.myhpgas.in to order for refill.

Mobile Apps: You can also opt for refill of your desired HP Gas through applications like UMANG, Amazon Pay, Paytm, PhonePe and other BBPS-enabled apps.

Customer Service Centres: The refill can also be done by visiting the nearby CSC centres for assistance.

SMS/IVRS Booking: Just like the above two methods, you can send "REFILL" or use the IVRS service at 7718955555 for Indane Gas from your registered mobile number.
