New Highway Rules from April 10: FASTag, UPI or Other Cashless Payments, ID Verification, Random Checks & More

From April 10, travelling on India's national highways will come with a new set of rules as the Ministry of Road Transport and Highways (MoRTH) rolls out stricter measures to improve efficiency, safety and transparency across the road network. The changes, which cover toll payments, vehicle documentation and surveillance systems, are expected to significantly alter the highway experience for motorists.

Authorities say the move is aimed at enhancing accountability and curbing illegal transport activities.

Strict ID Verification at Toll Plazas and Checkpoints

Under the new rules, all motorists will be required to carry a valid government-issued identity proof while using national highways. Documents such as Aadhaar, driving licence, or passport may be checked at toll plazas and highway checkpoints. Failure to present valid identification could result in penalties or denial of passage.

Cashless Toll Payments: FASTag, UPI, Cards Or Online Payments Now Compulsory

Also, toll plazas will no longer accept cash payments. Commuters will have to rely on digital modes such as FASTag, UPI, debit cards, or other electronic payment systems. Vehicles without FASTag will still be allowed to pay digitally but may face higher toll charges or penalties under the National Highways Fee Rules.

Insurance, RC, PUC Checks to Increase on Highways

The new framework also introduces stricter enforcement through random vehicle inspections. Highway patrol teams will carry out checks to verify essential documents, including insurance papers, registration certificates and pollution under control (PUC) certificates.

The government expects that tighter monitoring will ensure only roadworthy and legally compliant vehicles operate on highways, thereby improving overall safety and reducing accident risks.

Real-Time Monitoring with CCTV and ANPR

To further strengthen monitoring, toll plazas and key highway junctions will be equipped with CCTV cameras and advanced technologies such as Automatic Number Plate Recognition. These systems will be integrated with digital payment infrastructure to track vehicle movement, detect violations and provide real-time data for enforcement and traffic planning.
