Common Service Center (CSC) is a part of the Indian government's National E-Governance Program. The program of the Common Service Center operates across the country. CSC comes under the Digital India Program which is managed by the Government of India.

CSC in Delhi

CSC in Delhi is the service point empowered by Information and Communication Technology (ICT) to provide broad public and private services to Indian rural people.   • As set out in the Second Schedule of Information Technology Act, 2000, CSC SPV functions as an eSign Service Provider (ESP) acting as a "trusted third party" providing services to organizations and banks in compliance with the guidelines of the Certifying Authorities of India and in conjunction with UIDAI verification authentication.
  • CSC e-Governance Services India Limited has collaborated with The National Payments Corporation of India (NPCI) to launch the Aadhaar Enabled Payment System (AePS) in Delhi where CSC operated as Correspondent for the business. This payment system is called DIGIPAY that is currently supported on Android platforms.
  • Initiated by CSC e-Governance Services India Pvt Ltd in Delhi, a project for Digital India that works to digitize tangible records and stacks papers kept in log rooms or government offices, government agencies and small non-governmental organizations.

Infrastructure needed for CSC Registry in Delhi

The specifics of the infrastructure required to register a CSC at Delhi are provided below.

Execution of the CSC framework in Delhi

Village Level Entrepreneur- VLE provides local residents of first-class service. VLE serves rural customers in a group of 5-6 communities, at a baseline level.
Service Center Agency (SCA)- The second-level / middle-level agency assists consumers indirectly through controlling and managing VLEs in one or more districts. One district usually covers VLEs of 100–200.
State Designated Agency- At the third level, SDA represents customers at the state tier by supplying to the SCAs the required legislation, services and assistance.

CSC 2.0 Scheme in Delhi

Based on the CSC system, in 2015 the Government introduced the CSC 2.0 initiative to broaden the CSC's outreach to all Gram Panchayats throughout the nation. Under the scheme of CSC 2.0 at least one CSC has been formed for each of the 2.5 lakh Gram Panchayats across the country. CSCs that run under the new framework will now be enhanced and extended throughout the country for an additional 1.5 lakh CSCs. The CSC 2.0 program will enhance service delivery through a single infrastructure network, rendering e-services available to people anywhere in the country through different G2C networks.

Key goals of CSC 2.0 in Delhi

CSC e-Governance Services India Limited

Under the 1956 Companies Act, the Ministry of Electronics & IT created a special purpose agency, CSC e-Governance Services India Limited, to oversee the implementation of the CSC program. In addition to maintaining the operational continuity and viability of the Program, CSC SPV offers a structured organizing mechanism for providing G2C and B2C programs to the residents of the capital city via CSCs.

Objective of CSC SPV in Delhi

Developing CSCs as a robust and integrated IT-enabled Citizen Service Points network that connects local citizens with government offices, companies, banks, insurance firms, and educational institutions, influencing Delhi's main, secondary, and tertiary economic sectors.CSC e-Governance Service India Limited is a Special Purpose Vehicle (CSC SPV) constituted by the Ministry of Electronics and Information Technology, Government of India to monitor the CSC operations in Delhi under the Companies Act of 1956. This establishes a cohesive coordinated structure for the provision of services by CSCs to the rural citizens of Delhi. CSC is the core component of the Digital India Programme are the entry points for the delivery of various digital services in the rural areas of Delhi.

CSC is more than the one-stop service access point in Delhi. It is also known as the transforming agents that promote rural entrepreneurship and grow rural productivity and livelihoods. CSC's in Delhi are the facilitators of community engagement and collective effort to foster social development through a bottom-up perspective, with an emphasis on providing G2C and B2C facilities to the rural villages of Delhi. The core vision of CSC SPV is to create CSCs as a secure, effective and pervasive IT-enabled network of Citizen Service Points connecting Delhi's local people with government offices, enterprises, banks and insurance firms and educational institutions, and to exploit the economic structure of Delhi.

VLE (Village Level Entrepreneur) Registration on CSC in Delhi

VLE is a platform that provides multiple end-customer services relating to government and non-government through its platforms. VLE is responsible for delivering the customer with a smooth service accessible via the Digital Seva Platform. There is no registration fee applicable in VLE but the registration of VLE (Village Level Entrepreneur) in the CSC web portal is currently restricted.

Since the number of approved VLEs has hit their tipping point in each of the Gram Panchayat or villages, there is no space for any new CSC IDs, but if the CSC requires more entries, they will let you informed on their portal. Anyone could apply for the CSC earlier, but it isn't that easy now. First, you have to be part of the Self Help Group (SHG). Unless you are not a member of the SHG, you can not apply to the CSC. Nevertheless, the new CSC registration is currently closed, but you can register for SHG.

Guidelines for the implementation of Common Service Centre 2.0 in Delhi

CSC 2.0, founded in August 2015, intends to create a self-sustaining framework of Gram Panchayat (GP)-level 2.5 lakh CSC centers via the Digital India-Pillar 3 Public Internet Access Program – National Rural Internet Project and to provide a number public-oriented services. The CSC 2.0 model is planned as a transaction-based and service delivery network, delivering a broad variety of e-services across a single distribution framework of infrastructure that will improve the functionality of CSCs in Delhi.

The existing GP-level implementation plan for CSC 2.0 focuses on a service delivery / transaction-oriented, self-sustainable framework with a vision to make maximum use of the assets generated in the form of BharatNet / NOFN and other communications infrastructures active in Delhi. Today, the CSC is a strong forum for entrepreneurship with no significant deficit in the hardware and infrastructure resources of the Government of India for Village Level Entrepreneurs (VLEs).

Everyday CSC activities and awareness alerts on new ventures and instant resources are given to VLEs via the training of the Entrepreneurship Development Programme in Delhi.

The national brand 'Digital Seva Kendras' has been launched in tandem with the co-branding of States / UTs to ensure standardization in all states / UTs. With a specific CSC and GIS mapping number for each region, this will provide a consistent and accountable eServices management system provided via the CSCs and enable the government to fill the gap in creating a citywide self-sustaining CSC network.

Women's involvement in the CSC environment- The government supports the development of common service centers for women entrepreneurs. This helps more women come forward and built (CSCs). - In general, the government is already supporting female leaders of self-help groups to become VLEs in Delhi.

CSC e-Governance Service India Ltd. – CSC -SPV

CSC — SPV is the implementation entity for the CSC 2.0 initiative to enhance the DeitY and the State / UT Administration with appropriate program management resources to maintain an active project. Also after the CSC continuity initiative has been introduced in the region, the CSC SPV is a persistent organization. The main achievements the CSC-SPV will achieve are described below:

  • Construct and set out a single CSC development system for the introduction of CSC 2.0 is a national approach. This would involve multi-core performance criteria (KPIs), such as productive financial management, competent human resource administration, MIS and management, active service delivery, assistance desk operation, capacity management, and the alignment of all other services across Delhi. 
  • Act as the coordinator to actively facilitate on-board and the delivery of resources (G2C, B2C & B2B) across the interconnected CSC infrastructure network. It will create a decent set of services irrespective of place, that will be conveniently available at all CSCs.
  • To enable and manage Help Desk support in the local language for the management of VLEs.
  • Performing skills growth and entrepreneurship training system to cover all existing CSCs and the new CSCs regularly.
  • To perform regular analysis and assessment of the scheme across all CSCs.
  • Promoting UT / State to build up national and state branding.
