The domestic LPG cylinders are available at a lesser price when compared with the commercial ones and apart from this domestic LPG cylinders are available at subsidized rates to all the households in India up to 12 cylinders per year.

The non-domestic or commercial LPG cylinders are mainly used for hotels, restaurants, transportation purposes, industrial uses and so on.

The price difference between the domestic and non-domestic LPG cylinders encourages the diversion of the domestic ones to the commercial users including restaurants, hotels, automotive sector and so on. The colour coding of cylinders helps makes the diversion visible and this, in turn, will help the authorities to regularly check and penalize the perpetrators who use the LPG cylinders meant for the domestic purpose for commercial use.

The diversion of domestic LPG cylinders for non-domestic ones results in huge under-recoveries and is borne partially by the upstream and the downstream oil marketing companies apart from the central government which subsidizes each and every domestic household LPG cylinders.
