The government of India has made it mandatory for citizens to possess a PAN card if they are earning income or if they have to carry out financial transactions in the country.

The PAN Card is used as an important document and it is essential to quote its number while making a financial transaction, filing of income tax returns, identification proof and so on. If in case, if any individual or non-individuals do not possess a PAN Card, then they will have to submit Form 60 to the concerned authority to proceed with the financial transaction. 

The Income Tax Department in India also uses PAN to track the financial transactions of an individual as it helps to curb tax evasion or any kind of fraudulent activities performed either by individuals or entities. 

What is Form 60?

Form 60 is an official document which is submitted by the individuals who do not possess PAN card to carry out a financial transaction or to open a bank account. It can also be used at the time of buying and selling assets or on payment of cash above Rs 50,000, registration of a business, filing of tax returns. Form 60 is a mandatory document which has to be filled to carry out financial transactions if one does not possess PAN. 

Essentials of Form 60 without PAN Card

Form 60 is required when an individual does not possess PAN card and wants to get into the below mentioned financial transactions:

  • Purchase or sale of any motor vehicle (excluding two-wheeler).
  • Purchase or sale of an immovable property which is priced above Rs 5,00,000 or more. 
  • Any deposit which is equal to or more than Rs 50,000 (both in banks and post offices).
  •  A fixed deposit amount, which is equal to or more than Rs 50,000 in any bank. 
  • At the time of opening an account with any bank or financial institution. 
  • Any contract whose value is Rs 10 lakh or more.
  • Any kind of purchase or sale of securities. 
  • Payment made at restaurants or hotels against the bills for an amount which is more than Rs 25,000 at one time. 
  • At the time of applying for the installation of a telephone connection (includes mobile phone).

Required Documents for Form 60

Individuals who do not have PAN card should submit some of the documents which are mentioned below along with Form 60 as a proof of identity or address proof. The list of documents includes:

  • Passport
  • Copy of Electricity Bill, Water Bill
  • Driving License
  • Any document issued by the Central or State government or any local bodies
  • ID proof from an accredited institution
  • Any documented proof related to address which is mentioned in the form. 

Procedure to fill Form 60

One should always keep in mind the following list of things before filling and submitting the Form 60:

  • Full Name of the declarant
  • Full residential address of the declarant
  • Date of birth of the declarant
  • Name of the father (if it is an individual)
  • Amount of the transaction.
  • Particulars of the transaction. 
  • If you are assessed by the Income Tax Department, then mention the range, ward or circle wherein you filed your last IT. 
  • Mention your aadhaar card number.
  • Date of the application and acknowledgment number of PAN if applied and not yet received.
